Sometimes even I struggle to come up with ideas for new articles.  Another tactic that I have used in the past is to look at what others are working on and editing those articles with them until I find a topic that deserves its own article.  One example of that is the PowerShell Communities article that was just recently created.  social.technet.microsoft.com/.../7383.powershell-communities.aspx
