i think it's reverse
0 = checked (so you don't get the popup again)
1 = unchecked

no, the post is correct. the "Checked/unchecked" is meant not for the popup but for the setting in the advanced view in the internet options and there the "checked" means 1 in the registry. For the popup you are right it is viceversa!

why both things are combined in one setting ? It is clearly different, if a page suddenly leaves https connection.. or if you go to a https connection on purpose ! in the first I want to be informed. The 2nd its very annoying to be warned, that then the connection will be secured.. doesnt it ?
