Paul - you're right, this is due to Outlook 2007 being a little smarter about where the signature goes, and I think it's fair to say that most people will only have one signature at a time, so the client knows to change it if necessary.

I have to say I've found this very useful myself - particularly when replying to a message (which would normally use the shorter "replies to" sig) but maybe adding in some more external people, with whom I'll want to share the full contact details in my full sig. In Outlook 2003, this would involve manually deleting the shorter sig, placing the cursor in the right part of the mail, then going the insert sig piece again.

Having said all that: if you really want 2 sigs, then your options seem to be to insert one, select its contents and copy to the clipboard, then insert the other (over the top of the first) and paste the clipboard contents before or after it. That's fine if you just want an occasional 2-sig mail. If your needs are more complex, maybe setting up combo sigs which have the content of 2 pieces of info but in one actual sig file, would be the way forward.
