I read &lt;a rel="nofollow" target="_new" href="http://support.microsoft.com/kb/942864"&gt;http://support.microsoft.com/kb/942864&lt;/a&gt; which stated that the parameter was VER (all capitals) rather than verbose. Once that was done the logs had information. &lt;/p&gt;
&lt;p&gt;The service start was looking for D:\Temp. The environmental variables were wrong as they were pointing to D: and the D: drive had been removed without the variables being changed. Once the env variables were changed then the OpsMgr service started fine. So another to look out for with error 3.&lt;/p&gt;
&lt;p&gt;Also the reg key HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\HealthService\State Directory is not right. The key State Directory is under HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\HealthService\Parameters.&lt;/p&gt;
