I didn't find any documentation on geting a termserver to run in sbs 2008 environment. But I put my MS hat on for a minute and this is what I came up with.

Make SBS 2008 your license server. It will create a computer called GATEWAY. Move the GATEWAY computer into the sbs computer OU. In your DNS make new CNAME with the alias of the computer you are running termserver on.

If you want to give people authorization you can do so through the SBS server interface.
