&lt;p&gt;Yes, the MOCP downtime affects all regions -- North America, EMEA, and APAC. &lt;/p&gt;
&lt;p&gt;Reminder, this downtime affects only the ability to set up trial accounts, buy subscriptions, or modify current subscriptions. Your ability to access the Microsoft Online Administration Center (MOAC) and use the services in the Business Productivity Online Suite is unaffected by the MOCP downtime. &lt;/p&gt;
