Can these be used to assign licenses other than Exchange or BPOS to a user?  For example, can we use these with a customer that has just SharePoint Online to assign the license to users?

Yes. Microsoft Online Services is available as BPOS (Business Productivity Online Suite) which includes all applications, or as any combination of the individual applications: Exchange Online, SharePoint Online, Live Meeting, and Office Communicator Online. These tools can be used to assign whatever licences you have purchased.
