Well, this in only true for WSUS 2.

I'm using WSUS 3 RC and Windows Vista Ultimate on some machines, and both can select "Windows Vista Ultimate Extras" from the list of updates to synchronize, and the clients can easily install them.

WSUS 3 should go final soon, since the RC test just closed.

That's right, so in the current RTM version of WSUS (v2), you cannot deploy Ultimate Extras across the network, however, this will change with v3 of WSUS, which should not be too far away. Like GurliGebis says, you can use the RC1 here: https://connect.microsoft.com/site/sitehome.aspx?SiteID=110 and this will provide you with the functionality that you require.
