Question of the day - Fine-grained Password Policies

Which of the following is the correct Functional Level to be able to use the new Fine-grained Password Policies?

The Forest must be in Windows Server 2008.
The Domain must be in Windows Server 2008.
The Forest must be in Windows Server 2003.
The Domain must be in Windows 2000 Mixed.
