In terms of Remote Managed and SPLA license - this won't be announced until RTM of the Remote Management. Customers will need to purchase SCE license and then at the VAP side, you will purchase Operations Manager under SPLA.
Information on SPLA can be found here: http://www.microsoft.com/serviceproviders/licensing/default.mspx. The closest guidence you can use at the moment would be operation manager SPLA.
