Open XML auf dem Weg zum ISO Standard: Das BRM (Ballot Resolution Meeting) - Pressemitteilungen der Standardisierungsgremien

Hier ein kurzes Update zum Blog Post Open XML auf dem Weg zum ISO Standard: Das BRM (Ballot Resolution Meeting):

Nachdem das Wochenende geprägt war von einer großen Anzahl an Blog Einträgen, so beginnen jetzt langsam die ersten offiziellen Texte zu erscheinen. Und in diesen Texten sieht man, dass die Stimmung in Genf eine arbeitsame, aber gute war. Sichtlich sind die meisten Delegierten erschöpft, aber zufrieden nach Hause gefahren.

So schreibt zum Beispiel ECMA in Fast-track of ECMA-376: ISO/IEC Ballot Resolution Meeting concluded – Final 30 days of National Body deliberation on DIS 29500:

More than one hundred technical experts representing 32 countries came together at the Ballot Resolution Meeting (BRM) in Geneva last week to review and enhance the text of ISO/IEC DIS 29500, Office Open XML file formats specification, which was submitted by Ecma International to ISO/IEC for standardization in January 2007. [...]

Prior to the BRM, several National Body members had offered significant feedback to the DIS 29500 Editor helping to clarify the proposed dispositions of National Bodies comments.

The Ballot Resolution Meeting was a very productive and positive meeting, where National Bodies' representatives worked together very hard, resolving many issues, to come to an improved final DIS 29500 text, which will now be offered to the consideration of all National Bodies participating. National Bodies may consider their final position on ratification until March 29, 2008. [...]

The BRM proceedings this week have been very constructive and cooperative.” said Dr. Istvan Sebestyen, Secretary General of Ecma International. “We are heartily encouraged by this effort, and also grateful for the input provided by those National Body delegations who were so positive and dedicated to contributing to the DIS text. The resulting document embraces a notably enhanced specification standard we feel confident is worthy of acceptance by ISO/IEC National Bodies.

Representatives from 32 countries discussed OOXML in ISO/IEC

A total of 120 representatives participated at the BRM – ISO/IEC DIS 29500 on the file format Office Open XML (OOXML) in Geneva 25. – 29. February. 6000 comments from member countries was sorted in over 1000 comment groups. The Editor of the standard brought suggestions for solutions on all comment groups, and 200 of these where discussed and thoroughly addressed in the Plenary. [...]

Good run-through of the Norwegian comments

Every country had the opportunity to put forward their most important comments at the meeting, and most of the Norwegian comments got a good run-through. This goes for instance to the Norwegian proposal on multi-part and “scope” of the separate parts. The meeting was also conducted in an efficient and proper manner according to the instructions and rules for ISO/IEC BRM-meetings. The standards proposal for ISO/IEC 29500 will now be changed by the Editor according to the instructions given during the BRM-meeting.

Statements from the Norwegian delegation

  • The fact that the criteria for accessibility for user with special needs got a thorough discussion and was considerably improved during the meeting, is particularly positive and will have a great impact for many user groups, says Erlend Øverby, who also manages a working group in ISO/IEC JTC 1 who also develops standards for accessibility.
  • We have had five really long work days. We all had big expectations for the BRM and these where met. The Norwegian delegation was well prepared and Bjørnhild Sæterøy in Standard Norway did an excellent job in expressing the Norwegian delegation’s common views, says Shahzad Rana in Microsoft Norway.
  • Considering the complexity and attention around the meeting there is nothing to point at regarding the execution of the meeting. Now, the ISO/IEC secretariat will ensure that all proposals for improvement from the BRM will be included, says Bjørnhild Sæterøy from Standard Norway.
  • We hope that all the attention around the standardization of OOXML will lead the ICT-sector in Norway to see the importance of participating in future standardization work. Most of our comments got a thorough run-trough during the meeting in Geneva, says Knut Sebastian Tungland in StatoilHydro.

Result from the Danish OOXML BRM Delegation

The Danish OOXML BRM delegation, that was appointed by a unanimous Committee at Danish Standards, has just returned from the BRM meeting.

The Danish delegations mission to ensure a Danish fingerprint on ISO/IEC DIS 29500 OOXML, and thus improve the standard, was fully accomplished, since all Danish comments have been approved to be worked into ISO/IEC DIS 29500 OOXML.

Representatives from IEC and ISO at the meeting, secured that all rules for a BRM was upheld. To get the many comments through the meetings in 5 days meant that the meeting was a very intense process. For those comments that were not debated during the meeting, a majority of the delegates decided that the solution was to express their position on paper. This was also what the Danish delegation did.

Während also so manche fanatische Gegner von Open XML mit Wissen aus dritter Hand in Ihren Blogposts versuchen das BRM schlecht zu reden, wissen diejenigen, die wirklich vor Ort waren nur Gutes zu berichten.

Der Fast Track Prozess funktioniert also sichtlich doch sehr gut. Durch die eingebrachten Kommentare konnte der Standard Entwurf stark verbessert werden. Und die Wartung von Open XML im Rahmen der SC34 Arbeitsgruppe ermöglicht es allen interessierten Ländern auch in Zukunft an der Entwicklung von Open XML teilzuhaben.

Wie schon Dr. Patrick Durusau, der Editor von ODF in seinem offenen Brief sagte: "I think that OpenXML makes the case for open development of standards."
