Problem description
When you start Windows Internet Explorer 7, your home page does not open instead get a message similar to the following:

How do I move the Standard toolbar to a location that is above the Address bar in Internet Explorer 7 or Internet Explorer 8?

We just released another Fix it Knowledge Base (KB) article. This Fix it addresses the following scenario:

In Windows Internet Explorer 7 and Windows Internet Explorer 8.0, you can press a keyboard combination, such as ALT+F, to open a menu on the Standard toolbar. When you do this, the Standard toolbar appears under the Address bar. However, you may want the Standard toolbar to appear above the Address bar.

Enable feature restrict about protocol

Navigation is canceled when you browse to Web pages that are in different Internet Explorer security zones

This Fix it reverses the previously released Disable Feature Restrict about protocol that addressed a problem that occurred after you installed cumulative security update 961260 for Internet Explorer (MS09-002) on Windows Vista or Windows Server 2008. This problem is now resolved by installing security update 963027. For more information about this change, and to download the Fix it, visit the following Web page:

Known issues with this Fix it solution

If you receive an message indicating that the Fix it does not apply to your system, then make sure you are running Windows Vista with Internet Explorer 7 and previously applied security update 961260 (MS09-002). To work around this problem until the updated Fix it is released, follow the manual steps in any of the workaround methods in 967941.
