On your Windows Vista machine, launch a command prompt as administrator. Navigate to the windows\system32 folder and type:
ribbons.scr /p65552

It also works with other screensavers!..i think /p65552 will disable mouseclick or mousemover events!!

It's not an easter egg.
/p is the flag used to tell the screen saver to use an existing hwnd instead of creating a new hwnd. (It's how screen savers show up in the little "monitor" picture in the Display control panel.)
65552 happens to often times be the hwnd of the desktop on a Vista machine, so the screen saver runs in the desktop.
The reason mouseover doesn't dismiss it should be obvious if you consider the reason for this flag existing is for it to run in the Display control panel...

Note that /p is already implemanted on previous Windows version.
To get the handle of the Windows you wish to play screensaver, you can use cmdow - http://www.commandline.co.uk/cmdow/
Warning, /p asks you decimal handle, not hexadecimal one, so use calc to convert it.

I am sorry, but there have been much better easter eggs than that one in the past. Surley that is more of a feature that can be used to do other things rather than a deliberate easter egg. I think the best one so far in a windows OS is the ASCII Star Wars film in telnet in XP. Tha was brilliant.

How do we switch this off/undo it, and return Vista to its previous state?
I ran the previous screensaver from the command line in the same directory, however, my screen saver now blanks out and Vista sleeps afer being idle for a short time (20 mins?). Thank you!
