Office SharePoint Designer 2007 provides the powerful tools you need to deliver compelling and attractive SharePoint sites and quickly build workflow-enabled applications and reporting tools on the SharePoint platform, all in an IT-managed environment. And YES, it works with SharePoint Online, presuming you don't try to load custom code into the SharePoint online site. You can also use SPD to build out worflows based on the the 3stage workflow. It's usually easier in SPD to manage as it gives you a nice UI to do conditional branching with.
Be sure to be signed in with the single sign on tool when you use SharePoint Designer for the best experience. Then launch one of SharePoint colllections and grab the URL. Use the URL to open the site in SharePoint designer and have at it!
