There is no doubt that as far as Microsoft Online Services are concerned, Office 365 steals the lions share of the press and the majority of the content and resources too. This makes it hard sometimes for one to uncover details on some of the complimentary (or integrated) online services that we deliver that do not receive “Top Billing”. Forefront Online Protection for Exchange is one such service offering.
Forefront Online Protection for Exchange (FOPE)
FOPE is an internet-based service that protects your customers businesses’ inbound and outbound email from spam, viruses, phishing scams, and email policy violations. When a customer subscribes to Exchange Online or Office 365 we include FOPE as a matter of course. (*we are not inclined to expose our Exchange servers to spam and viruses). I can also be purchased separately a number of ways. Here is where confusion usually sets in.
With Office 365, a customer typically buys through our online customer portal here. If a customer wishes to purchase FOPE a la carte they have a few choices. The natural inclination would be to buy it through an online portal as well, but you will notice that FOPE is not available on the customer portal for Office 365 nor is it an exposed as an option for you to send a quote or “Purchase Offer” in the partner tab within Office 365 if you have enabled your partner features after joining the cloud essentials program.

FOPE is available through Microsoft's volume licensing programs and can be obtained a number of different ways.

The estimated monthly subscription prices for an organization with at least five users is $1.75 U.S. per user (or device). If your customer has already invested in the Microsoft Platform, it often makes more sense to license FOPE through one of the three options above rather than as a stand alone SKU.

I hope this clarifies it a bit. I do not know for certain, but I would assume as Microsoft continued to develop its cloud services purchase portals, we might see the option to purchase/quote FOPE in the future. No guarantees!
