After some problems and a bit delayed, we finally got the October 2011 cumulative update for MOSS and WSSv3 out
Due to the problem with the Oct CU (it could not be installed on top of SP3) you may have found some download problems and/or KB articles are not available/revoked recently.
If you have a copy of the initial bits and/or already installed on your servers, please reapply the latest bits again in order to ensure that regressions are fixed and no unexpected issues will occur when you later install any other CU on top!
MOSS/WSS SP3 will be also offered by either online windows update services as well as via your internal WSUS servers! We still highly recommend to install any service packs or updates for SharePoint always manually! This will ensure that you have full control and maintenance planning’s in place!
If automatic updates are unattended installed on your systems, it may happen that the psconfig wizard cannot run or completed due to various reasons which finally will bring down your entire farm!
When you have downloaded the most recent (and fixed) packages from our servers, you should first have the SP3 installed and then you may apply on top the Oct. CU or any later CU.
To install the October 2011 CU, you must have SP1 but should have installed SP2 as this is most recommended!

As usual: After applying the preceding updates, run the SharePoint Products and Technologies Configuration Wizard or “psconfig –cmd upgrade –inplace b2b -wait” on a command line.
This needs to be done on every server in the farm with SharePoint installed!

Install first everything you need for WSS !!!
Now chose the 32 or 64 bit version for MOSS and the MOSS Language Packs and install them.
Following the example above the additional packages you need for an English MOSS installation and Language Packs in German, Italian and French.
