&lt;p&gt;In VMM 2008R2 the owner can only get one set of rules. &lt;/p&gt;
&lt;p&gt;So if you have a NOC, Engineers and admins, they can all only get the same rules! Very Non-Enterprise.&lt;/p&gt;
&lt;p&gt;I don&amp;#39;t want the Tier 1 NOC to have the ability to remove or create VM&amp;#39;s, maybe just power them off/on or add a CD.&lt;/p&gt;
&lt;p&gt;I would want Tier 2/3 to have additional powers also. Has this been addressed?&lt;/p&gt;
