If you're currently experiencing abandonment issues from the Windows Store after upgrading to Windows 8.1, don't panic there is hope.
You may see the Windows Store loading screen stuck in perpetual loop without end.
There is a relatively quick and painless fix.
You may have seen other sites recommend running the WSreset.exe tool, or manually trying to clear the cache from the Windows\SoftwareDistribution\Download folder.
Don't. This can happen when the Store needs to be re-registered after an upgrade.
Open a Command Prompt as an Administrator.
In the Administrator Command Prompt
type or paste the following command:
powershell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRoot\WinStore\AppxManifest.xml
Now in that same Administrator Command Prompt type or paste: start "" "ms-windows-store:"
Voila. Enjoy installing some new Store apps.

That got my Store working, and all my Store Apps.
However, all of my Inbox Metro Apps hang at the splash screen, including the ICP (setting, etc) ones.
Permissions in the folders and Registry for Apps are good.
No idea where to go next.

This didn't work for me. Running Command Prompt as administrator, and I'm still not able to load the Windows Store. Is there an alternative solution to this one?
This was making me real angry, thank you for this. now I can access the store I have been able to repair all the other App's that weren't working!!! Please keep up the hints and tips as more issues will no doubt arise!!

This is some useful info. But however for me my problem is different, and I need some help. I have tried everything, but I can't download or update any apps from the windows store after 8.1 Upgrade. This is the error I keep getting. "Something happened and this app couldn't be installed. Please try again. Error code: 0x80073cf9.
