This UR fails upon install of any of the MSPs in a fresh 2012 R2 SCORCH install: "The upgrade patch cannot be installed by the Windows Installer service because the program to be upgraded may be missing, or the upgrade patch may update a different version
of the program"
Same Problem here with the Orchestrator 2012 R2 UR3...
I have exactly the behavior as the others mentioned. Lab setup is W2012 std, SQL2008R2+SP2, RTM install of SCORCH 2012R2.
We are running into the same issue. I noticed that the download for SCOR is 64bit, yet SCOR installs in the x86 directory. Could the problem be that there should be a 32-bit version of the install? IF so, I could not find it.
I actually figured out that the UR3 only works if you are using Windows 2012.
I am running Windows Server 2012 Std, but I am unable to install the UR3.

We were running into the same issues as well and opened a Premier case with Microsoft. It turns out that UR3 is only applicable to the Service Management Automation portion of Orchestrator. This is an additional add on within the Orchestrator environment
that we have not installed. So UR3 doesn't apply to Orchestrator in whole, UR2 (KB2904689) has been temporarily removed, and there is not a UR1 for Orchestrator either. This has forced us to remain at R2. We've asked to file a documentation bug with our support
engineer, but he could not give a time frame as to when it will be explained better in the documentation.
