In order to ensure a smooth install of an Office Language Interface you need to ensure your locale is supported on your Operating system (OS).

Windows XP did not have support for every single Locale when it first released.

Some locales were released a few years after Windows XP actually released.

Windows XP Service Pack 2 introduced 24 additional locales below. You can get Windows XP SP 2 by using the Windows Update feature:

  • Bengali – India
  • Bosnian – Bosnia and Herzegovina
  • Croatian – Bosnia and Herzegovina
  • Malayalam – India
  • Maori – New Zealand
  • Maltese – Malta
  • Quechua – Bolivia
  • Quechua – Ecuador
  • Quechua – Peru
  • Sami, Inari – Finland
  • Sami, Lule – Norway
  • Sami, Lule – Sweden
  • Sami, Northern – Finland
  • Sami, Northern – Norway
  • Sami, Northern – Sweden
  • Sami, Skolt – Finland
  • Sami, Southern – Norway
  • Sami, Southern – Sweden
  • Serbian Latin – Bosnia and Herzegovina
  • Serbian Cyrillic – Bosnia and Herzegovina
  • Tswana (Setsuana) – South Africa
  • Xhosa (isiZhosa) – South Africa
  • Welsh – United Kingdom
  • Zulu – South Africa

These locales are automatically installed when you update Windows XP to SP2.

Following on from this the locales below were added as an update after Windows XP SP2

• Bosnian (Cyrillic, Bosnia and Herzegovina)
• Filipino (Philippines)
• Frisian (Netherlands)
• Inuktitut (Latin, Canada)
• Irish (Ireland)
• Luxembourgish (Luxembourg)
• Mapudungun (Chile)
• Mohawk (Mohawk)
• Nepali (Nepal)
• Pashto (Afghanistan)
• Romansh (Switzerland)

If you install Windows XP SP3  you will get all these locales automatically.

A lot of these locales are Office LIP language locales. Perhaps if your locale is listed above and you are having issues installing any Office Language Interface Pack on Windows XP then try installing the SP3 patch through Windows update and it might solve your problem!
