The Office Language Interface Packs first started to appear when Office 2003 was released.
There are 33 released Office 2003 LIP, the links of which I have given you below:

To install any the Office 2003 Language Interface pack (LIP) you need at least any Standard version of Office 2003.
If you have a standard version of Office 2003 then just follow these simple install instructions to install your language LIP:
A) From one of the download locations above click the Download button and then save the LIP.exe file to your hard disk.
B) Once saved locally on your machine you can run the LIP.exe program file on your hard disk to start the LIP Setup.
C) If on Windows Vista you may see a User account Control security message when you go to run the LIP.exe but just click continue with your Office LIP install.
If on Windows XP you not see any User account control option but the following screen where you need to hit run:
D) One you hit run you will see the files of your LIP.exe extracting.
Note: The example and screenshots below refer to the Irish Office 2003 Language Interface Pack . The language in Irish is known as "Gaeilge".
The screenshots show the Irish Office 2003 LIP installing over an English version of Office 2003 Standard Edition.
E) You will now be presenting with a screen containing the End User Licence Agreement.
Once you check to tick box and agree to the Licence agreement you can hit next:
F) The Office LIP files will now install on your computer:
G) Once the install is complete you will be informed
Congrats! :) You have the Office LIP installed!
You now need to configure Office so that the User Interface appears in your LIP language.
In order to switch your User Interface to the LIP version of the Office 2003 LIP please follow these steps:
1) On the Start menu, point to All Programs, point to Microsoft Office, point to Microsoft Office Tools, and then click Microsoft Office 2003 Language Settings.
2) On the User Interface and Help tab, in the Display Office 2003 in list, select your LIP language and click OK. The language settings that you select will take effect the next time that you start your Office programs.The user Interface for Excel, Outlook, Powerpoint & Word 2003 should now be in your LIP language when you start any of these programs.
You can freely switch between languages by following steps 1-2 above.
Note: Help cannot be switched to your LIP language in the Microsoft Office Language Interface Pack 2003. Help will always remain in the language of your initial Office installation. Always set your display help in the drop down list to the language of your initial Office installation in the User Interface and Help tab.
