For some languages, such as German, Italian and Danish – the customers are unable to use the online dictionary and machine translation because the services are disabled by default. Please check this article to see if following the steps addresses your issues.

When I do this, both the Translate From and Translate To fields say "No services available". I can't find any information on the web to fix this.
