January through March is the most common timeframe for Microsoft partners to renew their membership in the Microsoft Partner Network. As a member of the Microsoft Partner Network with an Action Pack subscription, you have two anniversary dates, each of which requires you to take action in the Partner Membership Center:
You’ll want to be aware of the dates for you to renew each of these two activities, to avoid an interruption of your benefits.

How do I renew my MSAP and get access to the downloads? The website just takes me in circles and have not found a place to pay for MAPS.
Renewing the MSAP is like looking for a needle in a haystack!!
