    The Week in Tech Policy: Sept. 24th Edition

    In this edition of The Week in Tech Policy, we have stories on cybersecurity, e-mail privacy and new research that seeks to weigh in on the recent debate on whether college is still worth the investment.

    Federal Energy Regulatory Commission to focus on cybersecurity. FERC announced on Sept. 20 that it will create a new office intended to help the agency focus on “potential cyber and physical security risks to energy facilities under its jurisdiction.” The new office, which will be called the Office of Energy Infrastructure Security (OEIS), “will provide leadership, expertise and assistance to the Commission to identify, communicate and seek comprehensive solutions to potential risks to FERC-jurisdictional facilities from cyber attacks and such physical threats as electromagnetic pulses.”

    Microsoft Testifies on U.S. Senate Cybersecurity Legislation

    Last week, Scott Charney testified at a hearing of the Senate Committee on Homeland Security and Government Affairs. The hearing was about the Cybersecurity Act of 2012, which is Congress’s first comprehensive legislation aimed at improving cybersecurity across the United States. His full testimony is available here.

    This legislation is an important milestone in the U.S. Congress’ sustained engagement on the topic of cybersecurity and an advancement in the national discussion on how to better secure the information infrastructure of the United States. These legislative proposals provide a risk-based framework intended to improve the security of government and certain critical infrastructure systems and establish an appropriate baseline to address current threats.

    Scott’s testimony began with a brief discussion of the transformative effect of the Internet, as well as the challenges facing policymakers.

    This edition of The Week in Tech Policy has stories on higher education, online privacy guidelines for children, wireless spectrum and more.

    Moody’s, Standard & Poor’s assess higher education’s financial health. Two major credit agencies have reached the conclusion that the high education industry’s financial risks have intensified since the start of 2012. Why? According to the University of Washington’s Office of Planning & Budgeting Blog, “both agencies noted that…state budget appropriations continue to fall, operating expenses are outpacing tuition revenue growth, and diminishing family net worth could affect enrollment as a growing number of colleges become unaffordable.”
