It's not tied to anything really, other than ClearWire is still rolling out so the area is limited.  They are in about 10 cities nationwide and Temple, TX is one of them if you can believe that.  I set one up in a RV for our company and it had no problem.  The rep for the company has one in her car and drives around with it.
