However, SBS SP1 definitely includes SP1 for Windows Server 2003 plus all the other updates to SQL/ISA/Exchange etc. If you haven't got the answer yet to your upgrade woes, let me know a bit more detail and I'll see if I can find out the answer internally. Also, have a check on the newsgroup nntp://microsoft.public.windows.server.sbs on news.microsoft.com where there is guaranteed to be someone who will know the answer, most probably someone from the product group themselves.
