Earlier today, Microsoft announced that we are making the current RTM bits for Windows 8.1 and Windows Server 2012 R2 available to TechNet and MSDN subscribers effective immediately.
Visual Studio 2013 Release Candidate is also now available.
We heard your feedback that you needed the RTM bits now. We listened and are making the RTM bits available.
We will continue to validate the Windows Server 2012 R2 software with our partners, and there will be some additional updates to this build prior to GA in October.

Can you hear our feedback and stop the anti-consumer discontinuation of technet?
I built a Windows Server 2012 R2 last night, and it was the first time I ever didn't have updates after a new build.
I was thrilled too. I haven't actually had time yet to do much, but will this weekend.
I'm also sad about technet, but it appears I should have been a MSDN subscriber per the rules. So I'll do that. I know it is expensive, but still worth it.
What about System Center 2012 Datacenter R2?
When will the System Center 2012 R2 RTM binaries be available on MSDN? Today is Oct 2nd and it sure were nice to have Systems Center Management 2012 R2 infrastructure in place before OCT 18th.
Definitely looking forward to SCCM 2012 R2, any word on it being available to VL before Oct 18?
