2012 DST changes for Morocco

According to a recent law [link] passed by the government of Morocco, Morocco will follow DST each year from 2012.

Microsoft is releasing a series of updates for Windows to address this change. You can find details of the updates, including order of installation here: [KB2698707]

Note: All systems will need to have the latest cumulative timezone update installed before these updates can be applied. You can find the latest cumulative timezone update for Windows here [KB2633952: December 2011 Update].

Armenia cancels DST

Disclaimer: The information in this document is written in response to an announcement by the government of Armenia about changes in the daylight saving time in Armenia for the year of 2012.

The steps provided in this bulletin were created to mitigate the impacts that the daylight saving time changes will cause for customers in Armenia. These are the impacts primarily anticipated at the time this document was written, and the effects that customers may face are not restricted to them.

Suggested actions on this document might receive additional testing and information described in this document may change without notice.

In addition, customers should be aware that further guidance may be provided at any time by Microsoft.

Special notes: The official decree cancelling DST in Armenia is published by the government on this page: http://parliament.am/legislation.php?sel=show&ID=4436

In an attempt to improve the country’s economy, the government of Armenia has cancelled Daylight Saving Time. This will result in the country staying on permanent ‘winter time’ and not moving an hour ahead on Sunday, March 25^th 2012.

Since the new date published by the government is different from what was defined in the previous years, Windows-based computers will not correctly interpret the time after March 25^th 2012.

Microsoft is not issuing an update for Windows at this time to address this change.
The recommendation is to move to an alternate time zone: 'Russian Standard Time' [DisplayName: “(UTC+04:00) Moscow, St. Petersburg, Volgograd”]
The native timezone for Armenia: 'Caucasus Standard Time' [DisplayName: “(UTC+04:00) Yerevan”] will be updated in the next cycle of cumulative timezone update for Windows (planned for August 2012).

Updating Windows and correcting Outlook calendars

General recommendations:

Ensure the latest cumulative update to daylight-saving-time (DST) and world timezones (TZ) for Windows is installed [Dec 2011 Update]. For more information about this cumulative DST and TZ update, visit http://support.microsoft.com/kb/2633952
Note that adjusting the computer’s clock manually may have adverse effects. This procedure is not supported by Microsoft.
Contact Microsoft Support prior to any modification if you are unsure about the steps to follow in order to be prepared for the Daylight Saving Time change in Armenia.

Changing Windows OS time zone to (UTC+04:00) Moscow, St. Petersburg, Volgograd

For Win7/WS08 R2, Vista/WS08 machines:

Click the start menu, select ‘Run’ and type

control timedate.cpl
Click ‘Change time zone…’ button
Select “(UTC+04:00) Moscow, St. Petersburg, Volgograd” and click OK.

For Windows XP and Windows Server 2003 machines:

Click the start button, select ‘Run’ and type

control timedate.cpl
Click ‘Time Zone’ tab and select “(UTC+04:00) Moscow, St. Petersburg, Volgograd”

Automatically changing machine time zone to ‘(UTC +4:00) Moscow, St Petersburg, Volgograd)’ on Active Directory environments

Warning: If your domain has multiples site in different countries, make sure this solution is only deployed to machines located in Armenia. We recommend customers evaluate the alternatives and test before applying on production environments.

Note: Users running Windows Vista and Windows Server 2008 will have to first install KB2556308 in order to to use the TZUtil.exe utility.

On Active Directory environments, administrators may want to automate the change of time zones to “(UTC +4:00) Moscow, St Petersburg, Volgograd)”. This section explains how to deploy this time zone change via startup script. These procedures need to be executed in a Domain Controller or another machine with Admin Tools installed.

After performing all the steps below, all machines need to be restarted to automatically change the computer time zone. To avoid restarting a specific machine, please execute the procedures ‘Changing Windows OS time zone’ above to move this machine to ‘(UTC +4:00) Moscow, St Petersburg, Volgograd)’ time zone.

Use a script to change the machine time zone to (UTC +4:00) Moscow, St Petersburg, Volgograd)

The script shown below can be used to change the current time zone to “(UTC +4:00) Moscow, St Petersburg, Volgograd)” on the client computer. The script also writes an event to the Application log of the client computer where the script was run.

Copy/Paste the following code into a Notepad document. This VBS sample is only supported in Windows XP and Windows 2003.

Deploying time zone changes using Group Policy

The script will test the Operating System version and apply the VBS described above on Windows XP and Windows 2003. For Windows 7/Server2008 R2 and Vista/Server2008, the script uses the TZUTIL.exe tool to change the time zone

Note: You must replace the \\contoso.com notation above with the actual DNS domain name for your Active Directory domain.

Save the file as "ChangeTZ2012.cmd".
Copy the following files to the Netlogon share folder of the domain controller that holds the PDC emulator role in the domain:

Wait until Active Directory replication occurs. Also, wait until the files and folders in the system volume (SYSVOL) shared folder replicate to domain controllers in the domain.
Click Start, click Run, type control admintools, and then click OK.
Double-click Active Directory Sites and Services.
Select a site where the computers in Armenia are located. (Small environments may have only a site named ‘Default-First-Site-Name’).
Right-click this site, and then click ‘Properties’.
Click the Group Policy tab, click New, type DST Time Zone Change, and then press ENTER.
Click Edit. The Group Policy Object Editor tool starts.
Expand Computer Configuration, expand Windows Settings, and then click Scripts (Startup/Shutdown).
Double-click Startup, and then click Add.
In the Script Name box, type the universal naming convention (UNC) path of the ChangeTZ2012.cmd file that is located in the Netlogon share. For example, type:
\\contoso.com\NETLOGON\ChangeTZ2012.cmd
Click OK two times.

Adjusting Outlook Calendars

When the time zone is moved to “(UTC+04:00) Moscow, St. Petersburg, Volgograd", all Outlook calendar items from March 25^th 2012 to October 28^th 2012 will be displayed as occurring 1 hour earlier.

Options to correct your Outlook calendar in this scenario:

Manually modify each appointment on the affected period (March 25^th 2012 to October 28^th 2012) after the operating system time zone has been changed. See instructions in the section “How to manually modify Outlook Calendar items”

- or -

Customers may also opt to use the "Outlook Time Zone Data Update Tool version 3.0" on the mode Permanent Time Zone Move to correct the Outlook calendar items. This procedure is explained below.

Special note: We recommend printing your calendar before any changes are made and review the calendar items to make sure these items appear at the correct times. You can use this printed copy of the calendar items to verify if Outlook has been updated successfully.

Using “Outlook Time Zone Data Update Tool version 3.0” after a time zone move

The following describes the steps to be followed by users performing a time zone move:

Download and run the installation package from here [32 bit], [64 bit]
Go to Start, All Programs, Microsoft Office Outlook Tools, Time Zone Data Update Tool and Select "Permanent Time Zone Move Mode".
Select “(UTC+04:00) Yerevan” from the “Original Time Zone:” drop down, and (UTC+04:00) Moscow, St. Petersburg, Volgograd” for the “New Time Zone:” drop down and click OK.

NOTE: As with standard time zone updates, the tool defaults to updating affected items on your Calendar and in your Reminders folder. If you would like to update additional items (e.g. items in additional Calendars or a PST), you can do so by clicking the ‘Custom…’ button and manually selecting the target folder.
The tool will inspect your mailbox and will report how many appointments will be moved. If you click “Details” the appointment list will appear and you will be able to select all (default) or some of the appointments. In a normal situation you will move all the appointments to the new time zone. Click “OK” in the following dialog to proceed moving the appointments. A log file “Outlook Time Zone Update .log” will be generated in the %temp% directory.
Click "OK" to correct the calendar items listed.
After moving Click “OK” again to close the tool.
Review your calendar items from March 25^th 2012 to October 28^th 2012 and verify they are correctly updated.

How to manually modify Outlook Calendar items:

After you move from the Yerevan time zone to “(UTC+04:00) Moscow, St. Petersburg, Volgograd", calendar items will be one hour off on the Delta Period, from March 25^th 2012 to October 28^th 2012.

A simpler alternative to correct the Outlook Calendar items is by adjusting the appointments manually. To do so:

Start Outlook, and then open the Outlook calendar.
Manually move each meeting that you organized so that they occur at the correct time.
Send an update for each meeting that you moved to the meeting attendees. This action causes the calendar for each attendee to display the correct time for the meeting.
Manually move each single-instance appointment.
Manually move all recurring appointments that occur in the extended DST period.

Recommendations to minimize the impacts on Outlook/Exchange:

Simulate the changes on a lab environment, so you know what to expect.
Work in conjunction with the operating system team to update the time zone as soon as possible to minimize the chance of users creating new appointments during the delta period before the operating system DST dates get updated.
Before doing any change on the DST information, request users to print their schedule so they have a reference to follow in order to manually update the appointments later if needed.
Take a full online backup of your Exchange Servers in case you decide to use the Exchange Calendar Update Tool.
For meetings with multiple attendees, the meeting requestor alone should update the time and send an update.
Include the time of the meeting in the e-mail request so invitees can double check the correct meeting time (such as, "Project brainstorming - 11:00 A.M. Yerevan Time").
When in doubt, verify the correct time with the organizer.

Hotfix available for Chile DST change

The government of Chile has extended Daylight Saving Time for 2012 [Official Decree]. DST for mainland Chile now ends on April 28, 2012 and starts on September 1, 2012.

A hotfix for Windows has been released to address this change. You can find details of the hotfix and download it here [KB2681116].
Hotfixes are available for support versions of Windows 7, Windows Server 2008 R2, Vista, Windows Server 2008, Windows XP and Windows Server 2003 platforms.

December 2011 DST Cumulative Update for Windows operating systems

The December 2011 DST Cumulative update for Windows operating systems has been published on Microsoft Download Center. It contains the following changes:

Kaliningrad Standard Time:
As previously announced in KB2625508, Belarus has decided to discontinue daylight saving time from 2011 and stay on permanent ‘summer time’. KB2625508 suggested moving to a ‘workaround time’ of Kaliningrad standard time. This windows update makes the move permanent by including Minsk in the display name for Kaliningrad standard time. The new displayname for Kaliningrad Standard time is “(UTC+03:00) Kaliningrad, Minsk”.
E.Europe Standard Time :
The Displayname for this timezone has been updated to “(UTC+2:00) Nicosia”
Bahia Standard Time [Display Name "(UTC-3:00) Salvador"]:
A new windows timezone has been created for the Brazilian state of Bahia.
Fiji Standard Time [Display Name " (UTC+12:00) Fiji"]:
Sets the 2012 DST start date to occur on the fourth Sunday of January.
Samoa Standard Time:
Changes the UTC offset for Samoa Standard time from (UTC-11) to (UTC+13). This results in the timezone’s displayname changing to “(UTC+13:00) Samoa”.

Notice: Ukraine and Armenia revert 2011 DST cancellation

The previous post calls out planned 2011 DST cancellations for Belarus, Ukraine and Armenia [link].

We have received reports that Armenia and Ukraine have canceled their proposed changes. According to reports in Rada and Kyivpost, Ukraine will not stay on permanent summer time and instead will fall back to winter time on October 30, 2011 as originally scheduled. If these reports become the plan of record, customers in Armenia and Ukraine will not have to adjust time zone settings on their computers that are running Windows operating system.

The Microsoft Knowledgebase article KB2625508 has been updated with this information.

Advisory: DST cancellations in Belarus, Ukraine and Armenia

Ukraine, Belarus, and Armenia have decided to discontinue daylight saving time starting from 2011. These countries are mirroring Russia's changes by staying on "summer time" indefinitely and not falling back to "winter time" on October 30th 2011.
Microsoft’s guidance to customers in the affected timezones is to move to another windows time zone (referred to as ‘workaround timezone’ in table below). Customers will stay on this workaround time zone until the native timezones are updated in the upcoming cumulative windows time update in December 2011.

No hotfix will be issued in the interim for these changes.

August 2011 DST Cumulative Update for Windows operating systems

The August 2011 DST Cumulative Update for Windows operating systems contains the following changes :

NewFoundland:

Newfoundland’s DST start and end times have been updated to 2AM from 12:01 AM. The rest of the Newfoundland time zone schedule is unchanged.

Russian Time Zones:

A new time zone has been created for Kaliningrad with displayname “(UTC+3:00) Kaliningrad”. This time zone does not support Daylight saving time.
Support for Daylight Saving time has been discontinued and UTC offsets have been updated for time zones listed in the table below:

This hotfix contains three new changes in Windows Daylight Saving Time support :

The government of Egypt decided to cancel Daylight Saving Time.
- This hotfix updates Windows (UTC +2:00) Cairo timezone so it no longer has DST support.
The government of Chile extended 2011 Daylight Saving Time so it ends May 7th.
- This hotfix updates Windows DST support for (UTC -4:00) Santiago.
The government of Morocco changed 2011 Daylight Saving Time to end July 30th at midnight.
- This hotfix updates Windows DST support for (UTC) Casablanca.

Notice : DST schedule updated again for Chile

Notice : The government of Chile recently decided to extend 2011 Daylight Saving Time again. This impacts the (UTC -4:00) Santiago timezone

Instead of ending the first Saturday in April, DST will now end the first Saturday in May. There is no hotfix for this change.

The Turkish government has decided to change the DST schedule for 2011, pushing back the start-date from March 27^th to March 28^th. The existing timezone (UTC +2:00) Athens, Bucharest, Istanbul is shared with several countries who are not changing their DST schedule. Therefore a new timezone has been added, Turkey Standard Time.

A Windows hotfix has been published to enable this http://support.microsoft.com/KB/2523087 . Customers who want the update should install the hotfix and select the new timezone, display name (UTC +2:00) Istanbul.

The government of Chile revised their 2011 Daylight Saving Time schedule to defer the ending of DST by three weeks. Instead of ending on Saturday March 12^th, Daylight Saving Time will end on at 24:00:00 Saturday April 2^nd. Clocks should then fall back to 23:00:00 April 2^nd. The government of Fiji revised their 2011 Daylight Saving Time schedule so that it ends the first Sunday in March (March 6 2011), and not the last Sunday in March. More information can be found on http://Fiji.gov.fj Microsoft has implemented a hotfix for this change.

This hotfix also updates Samoa’s Daylight Saving Time to end one hour later, at 1am on Sunday April 3^rd. Clocks should fall back to midnight (00:00:00) on Sunday April 3^rd .

December 2010 DST Cumulative Update for Windows operating systems

Magadan :

o A new timezone has been created for Magadan. The Magadan timezone has support for Daylight Saving Time, with 2011 DST running from March to October.

o The existing timezone "(UTC +11:00) Magadan, Solomon Islands, New Caldonia" has been renamed "(UTC +11:00) Solomon Islands, New Caledonia". This is only a displayname update - the rules for this timezone have not changed. As before, this timezone does not have DST support.

Namibia: The offset has been changed from UTC +2:00 to UTC +1:00. In addition, for 2011 and forward, the DST start date will occur in September, and the DST end date will occur in April.

Egypt : the 2011 DST start date is set to occur in April and the DST end-date is set to occur in September. This is provided to address cases in which 2010 Fix-its for temporary DST changes were only partially applied.

In addition to these changes, the December DST CU contains 2011 adjusted DST start and end-dates for the following timezones:

Morocco Standard Time
Pacific SA Standard Time (for Chile)
Samoa Standard Time

September 2010 Daylight Saving Time (DST) Cumulative Update

The September Cumulative Update (CU) for DST contains three changes :

For US Eastern Standard time (UTC -5:00, Indiana East), the CU adds DST support and updates history from 2006 through 2009 to reflect the change in which DST is applicable for the whole state and not per-county. Specifically, for 2005 and earlier, this timezone does not have DST. For 2006 and beyond, this time zone now contains DST.

For the Middle East standard time, (UTC +2:00 Beirut), the September CU fixes the ambiguity in the DST end-date transition time. It was the last Sunday in October at 00:00:00:000. Now its the last Saturday in October at 23:59:59:999.

For the Namibia standard timezone, the September CU updates the display name to reflect that this is a UTC +1:00 timezone, and not a UTC +2:00 timezone. However, the underlying DST rules and start/end dates have not changed. We are investigating a request to modify those in a future CU.

Morocco will observe daylight saving time in 2010. Microsoft has produced a hotfix to implement this change. This hotfix updates the DST start and end dates for the “(UTC) Casablanca” time zone. More specifically, it sets the DST start date for Morocco to the first Saturday of May 2010 at 23:59:59.999 and the DST end date to the first Saturday of August 2010 at 23:59:59.999.

Notice: Pakistan decides not to observe daylight saving time (DST) in the year 2010

As reported on the Associated Press of Pakistan the government of Pakistan has decided that Pakistan will not observe DST in the year 2010. The existing setting for the Pakistan time zone in Microsoft Windows already reflects no DST for 2010. The display name for the Pakistan time zone is: “(UTC+05:00) Islamabad, Karachi”.

Microsoft's product teams are moving to a regular rhythm to update their products and services to reflect these time changes. For each update release, Microsoft accepts change requests at up to a few months prior to the release date. Advisory: Russia decides to make time zone changes in several regions

The Ministry of Industry and Trade of Russia plans to make time zone changes in several regions so they won’t return to summer time this sping.

The resolutions announced by the government of Russia are effective at 2 AM on March 28, 2010. These changes are:

Customers in these regions can take the following actions to maintain accurate time in their machines:

    • Samara region can switch their computers to the “Russian Standard Time” with the display name of “(UTC+03:00) Moscow, St. Petersburg, Volgograd”.
    • Kemerovo region can switch their computers to the “N. Central Asia Standard Time” with the display name of “(UTC+06:00) Novosibirsk”

The "Syrian News Station" reported that the Council of Ministers has decided that Syria will postpone DST start to April 2nd, 2010 (midnight between Thursday and Friday). Advisory: Bangladesh decides to end daylight saving time on December 31, 2009

On Monday, December 28, 2009 the Bangladesh government announced that, following a cabinet decision last week, the clocks would move back one hour to standard time at 11:59 PM on Dec 31. The decision was also reported on The Daily Star.

A notice from the power ministry on Sunday, however, clarified that clocks would be set back again one minute before midnight on Dec 31.

The notice also stated that the government has decided to continue with Daylight Saving Time from 2010 to ensure maximum utility of daylight.
Clocks will be advanced to 11:59pm (GMT+7) from 10:59 pm on March 31, to continue until Oct 31.
They will be turned back to 10:59pm (GMT+6) from 11:59 pm on Oct 31, to run until March 31.

This communication only addresses recommendations for the Dec 31, 2009 change. Microsoft will communicate future guidance for the 2010 DST transitions.

Users on all Windows OS platforms can switch their computers to the Central Asia Standard Time (Display name: (GMT+06:00) Astana. For users that did not apply KB978125, the time zone display name will look like this: (GMT+06:00) Astana, Dhaka).

Alternatively, for Windows OS versions released earlier than Vista, users may opt to update the registry key manually if they previously applied KB978125. Please note that the registry key value will be different if this operation is performed before Jan 1, 2010 than if it is performed after the start of the New Year, 2010. The reason for this is that the registry key value is different in 2009 than it is in 2010. Details on how to perform this operation can be found below in the section titled: “Manual Method to Perform DST Changes on down level platforms from Vista”.

We suggest that entities planning DST changes consider implementing changes at the next clock tick after 01:59:59 rather than at 00:00:00. Making the change at midnight can impact daily systems, such as back-ups, financial reports, data pulls or other automated tasks.

The DST and time zone settings registry must be updated in two locations to become active. Importing the BanglaTZUpdate.reg file updates the time zone database in the registry and is the first step required. You must then update the TimeZoneInformation registry key in the <current control set> key.

The following script will identify the current time zone of the client computer and then reload the TimeZoneInformation registry key with the updated information from the time zone database.

The script contains some logging, as it writes an event to the Application log of the client computer where the script was run to report the status of the installation - Event ID 1 is reported when there was some form of failure, or Event ID 4 is reported on success. You may modify or extend this script as you see fit to perform any additional logging or reporting you require.

This is a batch file that will execute the above scripts sequentially. This will most likely be used in environments that require an automated deployment methodology across multiple machines, such as Group Policy. It states the location of the above files is \\contoso.com\NETLOGON\ which should be updated to reflect your own environment.

Deploying the manual update on a single computer

To deploy the update on a single computer, create or copy the first two files from above to an accessible location. Double-click on the .reg file, and then double-click on the .vbs script, to add the new time zone information to the registry and make it active. The DST settings will be changed.

Deploying the manual update on multiple computers

The following steps will assist guiding you in deploying the update to multiple computers using Group Policy Objects. These steps outline the basic approach to take, but all actions should be carried out in accordance with your established standards and change management practices. For other environments, you can use the scripts provided earlier and an installation/execution method of your choosing.

1. Decide an appropriate location to contain the script files within your Netlogon folder of the domain controller that holds the PDC emulator role in the domain.

2. Ensure the BanglaTZUpdate.cmd file contains the full path to both the .reg file and the .vbs file as decided in Step 1.

3. Copy the following files to the chosen location:

· BanglaTZUpdate.reg

· refreshTZinfo_Bangla.vbs

· BanglaTZUpdate.cmd

4. Wait until Active Directory replication occurs and the files and folders in the system volume (SYSVOL) shared folder replicate to all domain controllers in the domain.

5. Click Start, click Run, type ‘control admintools’, and then click OK.

6. Double-click Active Directory Users and Computers.

7. Select an OU that contains the computers that you want to apply this script to. In this example, we will use an OU that is named DST_Bangla. This example also assumes that this OU contains only computer accounts.

8. Right-click the DST_Bangla OU, and then click Properties.

9. Click the Group Policy tab, click New, type Bangla DST Registry Update, and then press ENTER.

10. Click Edit. The Group Policy Object Editor tool starts.

11. Expand Computer Configuration, expand Windows Settings, and then click Scripts (Startup/Shutdown).

12. Double-click Startup, and then click Add.

13. In the Script Name box, type the universal naming convention (UNC) path of the BanglaTZUpdate.cmd file location within the Netlogon share as decided in Step 1.
For example, type \\contoso.com\NETLOGON\BanglaTZUpdate.cmd

14. Click OK two times.

Once this is completed and AD replication has completed, all client computers that are within the DST Bangladesh OU will run the DST update startup script the next time that they restart, and any that are located within this time zone will observe the new DST settings.

Hotfix Available for Bangladesh 2009/2010 Daylight Saving Time

12/28/2009 Update: As announced today, Bangladesh has decided to end DST on December 31, 2009. This hotfix does not address this most recent change on Bangladesh's time. Please stay tuned for more information on Bangladesh's newest DST change.

According to an announcement from the Bangladesh government, the Bangladesh cabinet decided to advance Bangladesh Standard Time by one hour from 23:00:00 June 19th, 2009 to save electricity during evening peak hours. No DST end date has been announced at the time of this release. There was no DST for Bangladesh prior to this announcement.

This hotfix adds a new (GMT +06:00) Dhaka time zone with the following DST settings:

- DST starts at 23:00:00 on June 19th, 2009 and will continue until end of 2009

- Bias will change to UTC+7 in 2010 with no DST

Note:

When the Bangladesh government announces the final DST policy, a further update will be required.

Hotfix Available for Fiji 2009/2010 Daylight Saving Time

Fiji government has approved the re-introduction of daylight saving time in Fiji, from Sunday, November 29th 2009 at 2.00 am to Sunday, April 25th 2010 at 3.00 am. This hotfix updates the start and end of Daylight Savings Time (DST) for Fiji in 2009.

Microsoft has produced a hotfix to implement this change.
