CAUSE

Hyper-V Host 上的防毒軟體把 VM Config 檔鎖住所導致

RESOLUTION
===============
停用防毒或是把 C:\ClusterStorage 路徑排除在掃瞄範圍中
P2V action works now after disabling/stopping antivirus programs. The 800704c8 error disappeared.
