An updated version of the Assessment and Deployment Kit (ADK) for Windows 8.1 was released last week. Details can be found in this blog post:
If you have System Center 2012 R2 Configuration Manager or if you are following the instructions in this post and you downloaded and installed the ADK 8.1 before 10/18/2013, you should download and install this updated version as it contains fixes for a few issues. You do not have to uninstall the previous version. If you simply run the ADK setup it will update the previous install. You also need to update the User State Migration Tool (USMT) package created by the Configuration Manager install as this update contains fixes to the USMT binaries.

ConfigMgr 2012 SP1 (and CU3 too) and earlier versions doesn't support Windows ADK 8.1. If you need WinPE 5 then you must install Windows ADK 8.1 on separate computer which not have ConfigMgr Site Server role.
@Bobgreen84 - correct, the linked article explains how to use USMT and WinPE from the Windows 8.1 ADK on a System Center 2012 Configuration Manager SP1 site with CU3.
Also, note that the Windows 8.1 ADK prior to 10/18 will display in Programs and Features with product version 8.100.25984. The current Windows 8.1 ADK (posted on 10/18) is version 8.100.26020. (Thanks to MVP Brian Mason for pointing that out!)
