As an IT Manager you might be responsible for application development within your organization. One of the current challenges is trying to figure out which versions of Vista, the .NET runtime, and Windows SDK work together. Tom Archer, the Program Manager for the Windows SDK Tools and Build Environment has a great post on his blog that details not only which versions of the tools and OS work together, but also links to the appropriate download.
This should make your life a little bit easier as you start writing applications with Vista.
