&lt;p&gt;I was trying to create a fixed VHD through the Hyper-V console, but every time I tried to do so, I would get one of two errors--either an error saying that it &amp;quot;cannot connect to the RPC service on computer (localhost)&amp;quot;, or that it &amp;quot;might not have permission to perform this task&amp;quot;. &amp;nbsp;I knew the permissions were not the issue, so I first suspected that somehow the Hyper-V Virtual Machine Management service had failed. &amp;nbsp;I tried restarting that (hoping that it wouldn't stop any running VMs--it was a pretty safe bet, but I had a very hard time finding any information about what services can be safely restarted without causing any running VMs to shut down), but I still got the same error.&lt;/p&gt;
&lt;p&gt;Looking through some of the logs and the Hyper-V services listed, I saw the Hyper-V Image Management Service as a possible culprit. &amp;nbsp;I restarted that, and voila! &amp;nbsp;Now it created the VHDs.&lt;/p&gt;
