What are the symptoms?
You are unable to send e-mail in Microsoft Exchange 2000 Server or in Microsoft Exchange Server 2003 due to access being denied or not having permission to do so. You may also receive NDR.
How does this happen?
A change has been made in how the "Send As" permission works in Microsoft Exchange. In the past, additional accounts could be granted full mailbox access and thus send mail as the mailbox owner. Recent changes require the "Send As" permission to be explicitly granted to additional accounts or they will be unable to send mail as the mailbox owner. This change can cause the mail flow on Exchange Server for Blackberry, Goodlink, and other services to fail because these third-party products use their service accounts as delegates to send e-mail messages.
Why are we still seeing this issue?
Though the new "Send As" behavior was recently introduced, many customers follow a delayed deployment practice and can often test our products, service packs, and hot fixes for 30 – 90 days prior to applying them to production environments, which would explain the re-emergence of this issue. This also usually causes Exchange CritSit volume.

You are running Microsoft Exchange Server 2003 Service Pack 1 (SP1) with a Store.exe file version that is equal to or later than version 7233.51.
You are running Microsoft Exchange Server 2003 Service Pack 2 (SP2) with a Store.exe file version that is equal to or later than version 7650.23.
