Unable to create a user in Active Directory

Symptom

Windows 2003 Server SP2

When trying to create a user in active directory User and Computer Snap-in

Get error

The system cannot find the file specified

Facility : Win32

Microsoft Active Directory - Exchange extension

Id no : c0070002

Unable to open Group Policy Management Console   “Access is  Denied”

Unable to open Exchange System manger

Resolution :

Browse to HKEY_CURRENT_USER \Software  in the registry

on the software key in permission Give Administrators  FULL CONTROL

in advanced option replace permission on child objects

Restart the server
